Accessibility features
- The site has been created with a combination of XHTML and CSS. Tables have not been used at all throughout the site.
- All informational images contain an ALT tag and decorative images are either relegated to the CSS document or have a null ALT attribute.
- All pages have valid HTML.
- Links have been written to make sense out of context. Where this has proved impossible the title tag has been used to expand on their meaning.
- The website offers full functionality in all modern browsers on PC, Mac, Tablets and Smartphones

We provide a text relay service for people who are D/deaf, hearing impaired or have a speech impediment.
Our Civic Office has audio induction loops, or if you contact us before your visit we can arrange a British Sign Language (BSL) interpreter.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.
Issues with PDFs and other documents
Many of our older PDFs and Word documents don’t meet accessibility standards - for example, they may not be marked up so they’re accessible to a screen reader.
Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents. We plan to either fix these or replace them with accessible HTML pages in line with our website improvement project due for completion September 2021.
Any new PDFs or Word documents we publish will meet accessibility standards unless we determine that they represent a disproportionate burden within the meaning of the accessibility regulations. Ultimately we plan to provide an accessible HTML version of the information as the primary source.
Issues with videos and audio
Live video streams don’t have captions.
We don’t plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations .
We cannot guarantee accessibility standards with third party applications. Accessibility regulations will form part of future procurement requirements.
How we tested this website
This website is tested around the 1st of the month, every quarter by WAVE.
How accessible is this website
We know some parts of this website aren’t fully accessible:
- you can’t modify the line height or spacing of text
- there are also still no visible keyboard focus on the accordions which appear on a very small number of pages
- some of our online forms are difficult to navigate using just a keyboard
- you can’t skip to the main content when using a screen reader
- content and functionality provided by third party suppliers is not fully accessible
What we’re doing to improve accessibility
We have monitoring in place to review the accessibility of the site on an ongoing basis. We use this monitoring to identify and fix any new issues that arise.
The accessibility of the website is reviewed every quarter and we fix any issues arising based on the monthly report.
